SPECIAL PLANNING MEETING
Tuesday 21st November 2017
A Special Meeting of Mark Parish Council was held in the Village Hall, Mark on Tuesday, 21st November 2017 at 7.30 p.m.
Present:- Councillor N. Van der Bijl (Chairman), Councillors Mrs E. Corkish, Mrs S. Flack, G. Francis, Mrs A. Hanlon, Mrs J. Horn, W. Human and Mrs J. Weekes with the Clerk.
44. Declarations of Interest
Councillors Mrs E. Corkish, Mrs S. Flack, Mrs J. Horn and Mrs J. Weekes declared personal interests in matters relating to Mark Village Hall. Councillor Van der Bijl declared a personal interest in Mark Bowling Club.
The Chairman and Councillors Mrs E. Corkish, Mrs S. Flack. Mrs A. Hanlon and Mrs J. Weekes declared interests in planning application 032 on the grounds of being close friends of the applicants and/or pre-determination.
45. Planning Portfolio
The following applications were considered:-
032 Erection of dwelling to the west of Holmcroft House, Yarrow Road, Mark – Mr & Mrs T. Buncombe – recommend refusal;
034 Removal of agricultural tie condition, Waggon Nursery, The Causeway, Mark – E.P. Gowan & Miss M. Puddy – recommend permission.
46. Review of Cemetery Fees
The Council reviewed their cemetery fees and agreed to increase the charges for exclusive right of burial and the interment fee for full burials from £140 to £160 with effect from 1st January 2018 with the remaining fees remaining unaltered.
47. 2018/19 Budget
Members gave preliminary consideration to the budget for 2018/19. Arising thereon it was agreed to increase the proposed contribution from the Parish Council towards the cost of school warning lights from £1,500 to £2,000 and to accept a quotation from GB Sport and Leisure UK Ltd in the sum of £833.10 + VAT to carry out specified maintenance work to play equipment.
48. Mark Moor Bowling Club – Proposed Lease
It was noted that there had been no update since the last Meeting and it was agreed to ascertain the current position regarding the matter.
49. Highway Defects/Fly-tipping Deposits
It was agreed to report highway defects at Vole Road and the need to clear highway drains in Church Street. There were currently no new instances of fly-tipping to report.
