MARK PARISH COUNCIL

 

A Meeting of Mark Parish Council was held in the Village Hall, Mark on Tuesday, 13th March 2018 at 8.20 p.m.

 

Present:- Councillor G. Francis (Vice-Chairman in the Chair), Councillors Mrs E. Corkish, Mrs S. Flack, Mrs A. Hanlon, Mrs J. Horn, W. Human and Mrs J. Weekes with the Clerk.

 

Apology for absence received from Councillor N. Van der Bijl (Chairman).

 

66. Declarations of Interest

 

Members had no interests to disclose.

 

67. Minutes

 

The Minutes of the Meetings of the Council held on 2nd January and 17th February 2018 were confirmed and signed by the Presiding Chairman as correct records.

 

68. Planning Portfolio

 

There were no new planning applications to consider. It was agreed to confirm the recommendation of the name “Tucker Close” for the new affordable housing development at Northwick Road.

 

69. Authorisation for Payment

 

The following payments were authorised –

70. 67 Bus Service

 

Councillor Mrs Corkish reported upon a recent meeting with representatives of other parishes along the bus route and County Council officers. Statistics on the operation of the service during 2017/18 were submitted and it was noted that the County Council would meet the predicted shortfall on this occasion. A 20% fares increase was proposed for 2018/19. An invoice for the agreed contribution for 2017/18 was anticipated during April 2018. It was reported that Wells City Council had decided not to contribute during 2018/19 and it was agreed to write to that Council to request them to reconsider the matter in view of the benefits the bus service brings to the City.

 

71. Highway Issues

 

Members considered options for the possible continuation of the deployment of a SID in Mark following the discontinuation of the current scheme provided by the County Council. The County Council were prepared to deploy a SID at a cost of £100 per occasion or there was an option to share a SID with East Huntspill and Burnham Without Parish Councils for a one-off payment of £1,000 with the unit being deployed by trained volunteers. The shared SID was the favoured option subject to clarification of information/statistics which could be downloaded from the unit and it was agreed that Councillor Francis meet with Nigel Litton of East Huntspill to discuss the matter with a view to a final decision being made at the next Meeting.

 

Councillor Francis reported upon costings received from one firm for the restoration of the historic finger post signs. Further costings would be obtained. It was also agreed to report highway defects at Northwick Road and Vole Road and to enquire of the Environment Agency as to whether there were any restrictions on the Parish Council arranging for brambles to be cut alongside the Mark Yeo at Jubilee Green.

 

The meeting closed at 9.00 p.m.
