MARK PARISH COUNCIL
The 2022 Annual Meeting of Mark Parish Council was held in the Church Hall, Vicarage Road, Mark on Tuesday, 10th May 2022 at 7.00 p.m.
Present:- Councillors D. Champion, G. Francis, W. Human, D. Kehoe and Mrs J. Weekes with the Clerk.
1. Election of Chairman
Mr S. Emary (retiring Chairman) took the chair for this item. Proposed Councillor Francis, seconded Councillor Mrs Weekes and unanimously agreed that Councillor D. Kehoe be elected Chairman for 2022/23. The Chairman signed a declaration of acceptance of office.
2. Election of Vice-Chairman
Proposed Councillor Mrs Weekes, seconded Councillor Human and unanimously agreed that Councillor Francis be elected Vice-Chairman for 2022/23.
3. Declarations of Interest
Councillor Mrs J. Weekes declared a personal interest in matters relating to Mark Village Hall and in planning application 011 and abstained from voting thereon.
4. Minutes
The Minutes of the Meeting of the Council held on 26th April 2022 were confirmed and signed by the Chairman as a correct record.
5. Co-option
The Parish Council were now able to co-opt three people to fill vacancies. It was agreed that Mr S. Emary be co-opted to serve on the Parish Council and that the remaining two vacancies be advertised widely in the parish. Mr Emary signed a declaration of acceptance of office and joined the Council.
6. Countywide Model Code of Conduct
It was agreed to adopt the revised Countywide Model Code of Conduct for Members
7. General Power of Competence
It was resolved that Mark Parish Council met the criteria to use the General Power of Competence.
8. Finance
a) Balance of Accounts
It was reported that the balance of accounts at 1st May were as follows - Current £15,083.73, Reserve £28,508.33.
b) Authorisation for Payment
It was agreed that the following payments be confirmed:-
000953 GWB Services grass cutting £504.60
000954 Elan City SIDs £4,715.03
c) Cheque Signatories
It was agreed that the Chairman be authorised to sign cheques on behalf of the Parish Council
9. Planning Portfolio
The following planning application was considered
011 Proposed variation of 33/19/00007 (alterations and conversion of milking shed to living accommodation to be used as ancillary accommodation to main dwelling) to reduce the footprint of the approved overall ridge height extension and change the north elevation first floor roof to flat roof dormer, Primrose Farm, Vole Road, Mark – J. Johnson – recommend permission.
10. Public Areas Portfolio
a) Highway Matters
Defective nameplates/signs at Harp Road and The Wall had been reported to the appropriate authorities. It was agreed to report a low cable at Blackford Road, a road defect at Northwick Road and further defective highway signs at River Road.
b) Play Area
There were no new issues regarding the play area.
c) Public Rights of Way
There were no current issues regarding the local rights of way.
d) Village Hall
Councillor Human was appointed as the Parish Council’s Custodian Trustee on the Mark Community Association to replace Mrs E. Corkish.
11. Public Clock
It was reported that the striking mechanism on the clock was again defective. It was agreed to contact Smith of Derby to see if a lasting repair could be achieved at reasonable cost, failing which the striking mechanism might need to be turned off.
12. H.M. The Queen – Platinum Jubilee
Councillor Mrs Weekes outlined events being organised in connection with the village celebration event. A programme of events was currently being prepared. Arrangements were being made for the weeping willow tree at Jubilee Green to be watered during the dry weather.
13. Next Meeting
It was agreed that the next Meeting be held on 5th July 2022 starting at 7.00 p.m.
