MARK PARISH COUNCIL
A Meeting of Mark Parish Council was held in the Church Hall, Vicarage Road, Mark on Tuesday, 2nd July 2024 at 7.00 p.m.
Present:- Councillor D. Kehoe (Chairman), Councillors Mrs A. Bennett, D. Champion, G. Francis, W. Human, J. Iddles, C. Taylor and Mrs J. Weekes with the Clerk.
Apology for absence received from Somerset Councillors M. Martin and H. Munt.
16. Declarations of Interest
Councillor Mrs J. Weekes declared a personal interest in matters relating to Mark Village Hall.
17. Minutes
The Minutes of the Meeting held on 7th May 2024 were confirmed and signed by the Chairman as a correct record.
18. Report of the Somerset Councillors
Both Members had apologised for absence and there was no update on LCN issues.
19. Finance
a) Balance of Accounts
It was reported that the balance of accounts at 31st May were as follows - Current £24,633.70, Reserve £31,016.08.
b) Authorisation for Payment
It was agreed that the following payments be approved
001000 GWB Services grass cutting £2,557.80
001001 Smith of Derby Ltd public clock maintenance contract £793.20
001002 Parish Clerk payroll & sundry payment reimbursement £1,476.79
c) Internal Audit 2023/24 Accounts
It was noted that the Internal Auditor had no issues to raise with Members
20. Planning Portfolio
The following applications were considered – 23/034 Approval of reserved matters for an agricultural worker’s dwelling and garage, Moorhouse Farm, Southwick Road – H. Porter – recommend permission;
005 – Removal of agricultural worker’s condition, Holcroft House, Yarrow Road – Mr & Mrs G. Puddy – no objection;
It was also agreed to confirm a recommendation of refusal made since the last Meeting in respect of 006 (dwelling, Little Yarrow Farm, Yarrow Road).
21. Public Areas Portfolio
a) Highway Matters
It was noted that Blackford Road would shortly be surface dressed and defects at Yardwall Road had been reported. An overgrown hedge near the White Horse Inn which was causing visibility issues would be reported. Councillor Human had reported issues with the Willow Tree Housing Partnership hedge at Northwick Road to the Planning Enforcement Officers. Issues at Kingsway Road would be kept under review. It was agreed to accept a quotation of £870.00 + VAT to replace the two missing arms on the fingerpost sign at Butt Lake crossroads. It was noted that a number of road signs needed to be cleaned.
b) Play Area
Councillor Taylor reported upon his attendance at the SPFA playground inspection awareness course on 25th June and would now amend his inspection schedule. It was agreed to request Gary Bickers to cut the play area hedge.
c) Public Rights of Way
It was noted that Somerset Council had cut vegetation at The Wall. The position of weeds obstructing part of footpath AX23/1 between Grange Paddock and the Church would be checked.
d) Village Hall
It was noted that a wall mounted bleed kit had now been purchased at a cost of £199 + VAT and fitted next to the defibrillator on the Hall.
e) Somerset Bus Partnership
Councillor Mrs Bennett reported upon a recent on-line Meeting of the Somerset Bus Partnership.
f) Noticeboards
The Chairman reported that it was hoped that the two Parish Council noticeboards would be fitted with the new cabinets in early September.
22. Parish Website
Councillor Mrs Weekes reported that the information relating to the 2023/24 accounts had been uploaded onto the web-site. It was agreed to request local organisations, via the parish magazine, to check their details on the web-site and inform Mrs Weekes of any amendments.
23. Next Meeting
It was agreed that the next Meeting be held on 3rd September 2024 starting at 7.00 p.m.
