MARK PARISH COUNCIL

 

A Special Meeting of Mark Parish Council was held in the Village Hall, Mark on Saturday, 17th February 2018 at 10.30 a.m.

 

Present:- Councillor N. Van der Bijl (Chairman), Councillors Mrs E. Corkish, G. Francis, Mrs A. Hanlon, Mrs J. Horn and Mrs J. Weekes with the Clerk.

 

Apology for absence received from Councillor W. Human

 

60. Declarations of Interest

 

Councillors Mrs E. Corkish declared a personal interest in planning application 002 as a friend of the applicant and Councillor Van der Bijl declared a personal interest in Mark Bowling Club.

 

61. Planning Portfolio

 

The following applications were considered:-

 

17/038 Erection of a holiday lodge adjoining 2 Webbers Cottages, Southwick Road, Mark – S. Vincent – confirm recommendation of refusal;

 

17/039 &040LB Erection of link extension between main dwelling and stone outbuilding and erection of extension to stone barn, Northbrook Farm, Harp Road, Mark – Mr & Mrs A. Willment – confirm recommendations of permission.

 

18/001 Erection of single storey extensions, Walnut Tree House, Yarrow Road, Mark – recommend permission;

 

18/002 Erection of two storey extension and terrace to south elevation, 1 Satfield Cottages, Littlemoor Road, Mark – Miss L. Campbell – recommend permission.

 

62. Risk Management Report and Statement of Internal Control

 

The Council considered and approved a Risk Management Report and a Statement of Internal Control for 2017/18.

 

63. Highways Portfolio

 

The County Council’s Traffic Engineer had indicated that the Small Improvement Scheme for Mark was being progressed and was awaiting sign off from the Cabinet Member. A progress report had been requested on the likely date for work to repair to the pavement/bank opposite the White Horse Inn following further subsidence and a reply was awaited.

 

It was noted that Harp Road would be closed for water main work for three days from 12th March 2018. Highway defects, fly-tipping deposits and defective signs would continue to be reported. Councillor Francis undertook to explore possible offers of sponsorship for the refurbishment of fingerpost signs and also to work up a scheme to provide additional bollards to prevent vehicle erosion at Jubilee Green. Councillor Mrs Horn gave a brief update on issues relating to Northwick Road.

 

Burnham Without and East Huntspill Parish Councils would be asked if this Council could share the SID which they jointly own.

 

The landlord of the White Horse Inn would be requested to adjust car park lights which were causing a problem of dazzle to motorists using the adjacent highway.

 

64. Mark Moor Bowling Club – Proposed Lease

 

It was noted that the first section of the new document had been signed on 16th February 2018.

 

 

 

65. Superfast Broadband

 

Councillor Mrs Horn submitted a report on a recent public meeting involving Truespeed. It was understood that some 30 people had signed up to date. Further awareness events would be held by the company and publicity would be obtained to encourage additional people to sign up to make the scheme viable.
