MINUTES OF A SPECIAL MEETING OF MARK PARISH COUNCIL HELD ON TUESDAY 6th DECEMBER 2016

 

 

A Special Meeting of Mark Parish Council was held in the Village Hall, Mark on Tuesday, 6th December 2016 at 5.00 p.m.

 

Present:- Councillor N. Van der Bijl (Chairman), Councillors Mrs E. Corkish, Mrs S. Flack, G. Francis, Mrs A. Hanlon and Mrs J. Weekes with the Clerk.

 

Apology for absence received from Councillor W. Human.

 

43. Declarations of Interest

 

Councillor Mrs Flack declared an interest in Mark Cricket Club.

 

44. Planning Portfolio

 

The following applications were considered:-

 

031 Change of use and conversion of building to dwelling and formation of access for existing dwelling, Willow Tree Farm, Vole Road, Mark – T. Mogg – recommend permission;

033 Erection of agricultural worker’s dwelling at Perry Farm, Perry Road, Mark – Mr & Mrs S. Church – recommend permission;

034 Retention of access and drainage pipe at Trevenna Cottage, Harp Road, Mark – N. Jeffries – no observations;

035 Prior approval for the proposed change of use of agricultural building to dwelling, south of Littlemoor Road, Mark – Mr & Mrs S. House – recommend refusal.

 

It was noted that the District Council’s Development Control Meeting at their meeting held that day had granted planning permission in respect of 030 – Erection of 10 dwellings and 2 flats, formation of access and parking, south of Northwick Road for Mark Community Land Trust.

 

45. Financial Issues

 

a) Authorisation for Payment

The following payments were authorised:-

000830    GWB Services              grass cutting                    £414.00

000831    Grant Thornton             audit fee                          £120.00

 

b) Draft Budget for 2017/18

Members considered the draft budget for 2017/18 and subject to incorporation of specified amendments agreed that it be submitted to the next Meeting for formal approval.

 

Arising thereon, a report was submitted on a meeting held that morning with representatives of the County Council and other parish councils to discuss the future of bus services in the area following the planned withdrawal of the 67 Burnham on Sea – Wells service. Following clarification of various issues, a further meeting would be held at Wedmore and it was agreed that a contingency sum be included in the 2017/18 budget for bus services.

 

It was agreed, if possible, to purchase a supply of top soil for the cemetery.

 

It was also agreed to accept a quotation in the sum of £379.45 plus VAT for essential maintenance work in the play area

 

 

 

 

The meeting closed at 6.10 p.m.
