MARK PARISH COUNCIL
MINUTES - TUESDAY 9th JUNE 2020
A Special Meeting of Mark Parish Council was held in Mark Village Hall Car Park, Vole Road, Mark on Tuesday, 9th June 2020 at 7.00 p.m.
Present:- Councillor S. Emary (Chairman), Councillors D. Champion, Mrs E. Corkish, G. Francis, Mrs J. Horn, W. Human, J. Spencer and Mrs J. Weekes with the Clerk.
64. Declarations of Interest
Members had no interests to disclose.
65. 2019/20 Financial Statement
The financial statement for 2019/20 was formally approved.
66. Annual Governance Statement
The Council agreed the Annual Governance Statement for 2019/20 as required by the External Auditors.
67. 2019/20 Accounting Statement
The 2019/20 Accounting Statement required by the External Auditors was formally approved.
68. 2019/20 Internal Audit
It was noted that the 2019/20 Internal Audit had been completed and the Internal Auditor had no issues to raise with Members of the Council.
69. Review of Insurance Cover
The Council reviewed their insurance cover and deemed that no changes were necessary.
70. Covid 19
It was likely that Parish Council Meetings would not be able to take place in the near future and on the advice of the Somerset Association of Local Councils, it was agreed that any necessary decisions in the meantime be delegated to the Clerk in consultation with the Chairman and Vice Chairman.
71. Finance
a) Balance of Accounts
It was reported that the balance of accounts at 1st May were as follows – Current £21,140.96 and Reserve £35,055.96.
b) Authorisation for Payment
The following payments had been made since the last Meeting:-

000901 S. Emary Chairman’s expenses re bench £214.22
000902 SCC Bus service 67 contribution £1,750.00
The following payments were authorised:-

000904 Smith of Derby public clock restoration deposit £4.627.98
000905 GWB Services grass cutting £917.00
000906 Somerset Forge Ltd fingerpost restoration £2,004.00
000907 Zurich Municipal insurance premium £478.83
000908 Parish Clerk expenses & sundry payments £301.28
72. Planning Applications
There were no new planning applications to consider.
73. Jubilee Green
It was noted that the young saplings planted earlier in the year at Jubilee Green were not in a healthy condition and might need replacing in the autumn, possibly in a different position.
74. Local Authority Reorganisation
The Chairman reported that consultations were being undertaken on local government reorganisation. It was felt that the best option would be greater co-operation between the County Council and four District Councils rather than a single Unitary Authority for Somerset.
75. Appreciation
The Chairman thanked Members of the Council and Clerk for their help and support during the past year and, in turn, the Chairman was thanked for his hard work on behalf of the Council.
