MARK PARISH COUNCIL

 

 

 

A Meeting of Mark Parish Council was held in the Village Hall, Mark on Tuesday, 4th July 2017 at 7.30 p.m.

 

Present:- Councillors N. van  der Bijl, Mrs E. Corkish, Mrs S. Flack, G. Francis, Mrs A. Hanlon, Mrs J. Horn and Mrs J. Weekes with County Councillor D. Huxtable and the Clerk.

 

Apology for absence received from Councillor W. Human.

 

11. Declarations of Interest

 

Councillors Mrs E. Corkish, Mrs S. Flack, Mrs J. Horn and Mrs J. Weekes declared personal interests in matters relating to Mark Village Hall. Councillor Mrs Horn also declared an interest in planning application 022 as a near neighbour and took no part in the discussion thereon.

 

12. Minutes

 

The Minutes of the Meeting of the Council held on 9th May 2017 were confirmed and signed by the Chairman as a correct record.

 

13. Report of the County Councillor

 

County Councillor Huxtable reported upon issues relating to bus service 67. He also undertook to ascertain the current position regarding repairs to the subsiding pavement opposite the White Horse Inn, safety improvements to the bus stop and possible extension of the 30 mph limit at Blackford Road and the reason for delays in carrying out planned surface dressing in Church Street.

 

14. Finance

 

a) Balance of Accounts

It was reported that the balance of accounts at 1st June were as follows - Current £4,710.19, Reserve £30,073.59.

 

b) Authorisation for Payment

It was agreed that the following payments be made:-

000840 SALC                               affiliation fee                            £361.88

000841 GWB Services                 grass cutting                              £420.00

000842 Parish Clerk                     expenses                                   £261.24

 

15. Public Areas Portfolio

 

a) Highway Matters

 

All highway defects reported to date had been rectified. It was agreed to request landowners to cut back overhanging hedges and also for drivers to park responsibly in Church Street via the Parish Magazine in the interest of highway safety. After discussion, it was agreed to make up to £1,500 available to support the continuation of bus service 67 between Burnham on Sea and Wells. It was noted that Amesbury and Puddy had been requested to repair and reinstate damaged fingerpost sign(s)

 

b) Play Area

 

A quote was awaited to fit a new rubber handle on the horse rocker

 

c) Public Rights of Way

 

Councillor Francis reported upon provision of a gate at Yardwall. He was also carrying out work on a footpath near the Solar Farm. A fallen tree had been cleared by a local resident at The City.

 

d) Village Hall /Football Pitch Area

 

A final draft sublease for the Bowling Club had been circulated and was approved. It the circumstances of this case it was felt that a Schedule of Condition would not be necessary as the buildings would be substantially altered or replaced. The Mark Community Association were to consider the draft sublease at their next Meeting on 12th July.

 

e) Jubilee Green

 

It was agreed to budget for the replacement of the last remaining old style seat during 2018/19. Photographs would be taken to record the current condition of Jubilee Green prior to commencement of work in the area.

 

16. Planning Portfolio

 

The following planning applications were considered:-

 

019 Change of use of holiday let to dwelling, Littlemoor Farm, Littlemoor Road – Mr & Mrs M. House – recommend conditional permission.

020 Certificate of lawfulness for use of dwelling in breach of agricultural worker’s dwelling condition, Wind in the Willows, Dutch Road – A. Thorowgood – no observations.

022 Erection of first floor extension to rear elevation, Quantock View, Yarrow Road – Mr & Mrs M. Greenwood – recommend permission.

 

The Chairman reported that the District Council’s Development Control Committee had unanimously granted planning permission that morning for 013 – Erection of 12 affordable dwellings, south of Northwick Road for South Western Housing Society, subject to completion of a Section 106 Agreement.

 

It was reported that work was taking place to the barn at Green Drove and a mobile home was on site despite planning permission having been refused for its conversion to a dwelling in 2016. It was agreed to report the matter to the Planning Enforcement Officer.

 

17. Public Space Protection Orders

 

The Council considered information on Public Space Protection Orders which had been presented to the recent Parish Cluster Meeting. The Orders would enable anti-social behaviour and dog fouling to be controlled. It was agreed to request the District Council to introduce Orders on the Village Hall and surrounding area and the Church Hall Car Park.

 

18. Web-site Portfolio/Superfast Broadband

 

Councillor Mrs Weekes reported that new photographs of the Village Hall would be taken for inclusion on the web-site. Issues regarding the Parish Magazine were also discussed.

 

19. Next Meeting

 

It was agreed that the next Meeting be held in the Village Hall on 5th September 2017 at 7.30 p.m.
